विगत सोमवार को मुख्य सचिव राधा रतूड़ी की अध्यक्षता में सचिवालय में आहूत यू0यू0एस0डी0ए0 की हाई पावर स्क्रीनिंग कमेटी बैठक में मुख्य सचिव द्वारा यू0यू0एस0डी0ए0, शहरी विकास विभाग, अतंर्गत विभिन्न प्रस्तावों पर अनुमोदन एवं प्रदत्त निर्देशों के अनुपालन में उत्तराखण्ड शहरी क्षेत्र विकास एजेंसी द्वारा आज मंगलवार को नवीन ऋण हेतु किये जाने वाले समझौते के सम्बन्ध में वित्त मंत्रालय, भारत सरकार, आवास एवं नगरीय मंत्रालय (महुआ), भारत सरकार तथा केन्द्रीय लोक स्वास्थय एवं पर्यावरण अभियान्त्रिकी संस्थान, भारत सरकार से वर्चुअल वार्तालाप किया गया । उक्त ऋण हेतु यूरोपियन निवेश बैंक द्वारा कुल 238 मिलियन डॉलर स्वीकृत किये जा चुके हैं।
सोमवार को राधा रतूड़ी, मुख्य सचिव महोदया, उत्तराखण्ड शासन द्वारा यू0यू0एस0डी.ए0 परियोजनाओं के सापेक्षतः हाई पावर स्क्रीनिंग कमेटी की अध्यक्षता की गई थी। जिसमें उनके द्वारा यू0यू0एस0डी0ए0 को ऋण समझौते पर केन्द्रीय स्तर पर अपेक्षित समस्त औपचारिकताएं पूर्ण किये जाने हेतु तथा ऋण समझौते को यथाशीघ्र हस्ताक्षरित किये जाने हेतु निर्देशित किया गया था।
इसी क्रम में यू0यू0एस0डी0ए0 द्वारा मंगलवार को केन्द्र सरकार के अहम मंत्रालयों वित्त मंत्रालय, आवास एवं नगरीय मंत्रालय, तथा केन्द्रीय लोक स्वास्थ्य एवं पर्यावरण अभियांत्रिकी संस्थान (सी0पी0एच0ई0ई0ओ0), के उच्चाधिकारियों से वर्चुअल वार्तालाप किया। जिसके क्रम में यूरोपियन निवेश बैंक द्वारा स्वीकृत ऋण धनराशि कुल 238 मिलियन डॉलर हेतु आगामी माह में ऋण समझौते को मूर्त रूप दिया जायेगा तथा अभिलेखों पर हस्ताक्षर किये जायेंगे। उक्त परियोजना हेतु 80 व 20 के अनुपात में यूरोपियन निवेश बैंक व राज्य सरकार द्वारा क्रमशः 191 मिलियन डॉलर तथा 47 मिलियन डॉलर दिये जायेंगे। परियोजना के माध्यम से रूद्रपुर, सिंतारगंज, पिथौरागढ़ तथा काशीपुर नगरों में पेयजल तथा सीवरेज प्रणाली के कार्य किये जाने प्रस्तावित हैं।
वर्चुअल बैठक के दौरान भारत सरकार की ओर से अर्पणा भाटिया, मुख्य सलाहकार, वित्त मंत्रालय, आर्थिक कार्य विभाग, भारत सरकार, श्रीमती रजनी तनेजा, निदेशक, वित्त मंत्रालय, आर्थिक कार्य विभाग, भारत सरकार, डॉ0 रमाकान्त, विशेषज्ञ सलाहकार, महुआ, पंकज गंगवार, अनु सचिव, आर्थिक कार्य विभाग, भारत सरकार, जी0 हरेन्द्र नारायण, आर्थिक कार्य विभाग, भारत सरकार, बी0 के0 चौरसिया, विशेषज्ञ सलाहकार सी0पी0एच0ई0ई0ओ0, महुआ उपस्थित रहे।
